API: Scheduled plugins

Similar to Event Listeners, it would be nice to be able to set a plugin to run on a certain schedule. Would definitely need limits so supporting, for example, the full cron schedule probably isn't needed, but being to set a plugin to run daily would be nice.
As a use case, for the Calendar plugin it would be nice to be able to set it to update at midnight to output an updated calendar.
