API: Event Listeners

It would be nice for a plugin to be able to register listeners for events. Given the relatively static nature of the current plugin system I'm not sure what that looks like, but it would nice for plugin output to stay current when updates are made to notes.
A few event ideas:
- Note created
- Note deleted
- Note edited
- Tag on note added
- Tag on note removed
